Dear Inspector General Fine:
Reference: RICO charges filed April 20, 2006 and request for Special Counsel.
This past week Representative Lars Christiansen, Governor Lynch’ s Attorney, Michael Delaney and this author, met for a detailed discussion of the action needed to overcome the deception that is now existing in New Hampshire Attorney Generals Office, the BAR Association, and the New Hampshire courts and which may also include the United States Attorney’s Office, District of New Hampshire. The current occupant of that office is a former New Hampshire Senator, former member of the Governors Council, and as an attorney, he is compelled to be a member of the New Hampshire BAR. This presents a clear conflict of interest and the collegiality with members of target combines who have perpetrated the RICO predicate acts that are documented in the court records! This is why it was requested in the May 16, 2006 correspondence, that any investigation be made by special investigators, having no ties to New England lawyers or public servants. You are well aware of the problems with the FBI in Boston, which is less than 90 miles away.
Enclosed for you convenience are copies of letters over the signature of James H. Burrus, Jr. dated July 21, 2006 and John T. Fallon dated July 19, 2006, acting in behalf of Kenneth W. Kaiser. Both are self-explanatory.
Accordingly, it would be greatly appreciated if you would reassign this serious matter to special investigators so that the mandate appearing in the United States supreme court case Offutt v. U.S., 348 U.S. 11, may be met; "Justice must satisfy the appearance of justice". Thus, the cavalier reception, appearing on the enclosed, can be overcome by the documentation on record.
